The UK and US have established a major trade agreement that will guarantee no duties on UK medicine shipments entering the US market.

Agreement Details of the Accord

As part of the deal, the UK has committed to increase expenditure on pharmaceuticals through the NHS. This move guarantees that duties on these vital exports will be held at zero for a duration of the next three years.

This agreement follows previous threats to dramatically increase import taxes on patented drug products, with increases discussed up to double the cost.

"This arrangement with the UK bolsters the international landscape for innovative medicines and introduces long-overdue fairness to American-British medicine commerce," a release noted.

Trade Importance

Medicines represent one of the UK's largest export categories to the US, which is by far the biggest buyer for major companies like GSK and AstraZeneca.

Trade data reveal that in the year to the end of the third quarter, the UK sold pharmaceutical products valued at over eleven billion pounds to the US. This value accounted for 17.4% of British export trade in that timeframe.

"This agreement secures jobs, increases investment and paves the way for the UK to emerge as a worldwide center for life sciences," a minister stated.

Detailed UK Commitments

The agreement includes several key changes from the UK:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it judges new medicines to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a aim to double overall health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to prevent overspending will be capped at 15%. Last year, rebates topped twenty percent.

Broader Context

The pact takes place against a protracted tension between the pharmaceutical industry and the UK government over spending levels and NHS adoption.

The disagreement were heightened by claims that American patients were paying significantly more for the identical medicines than patients in the other developed nations.

Over the last 18 months, several significant drug company projects in the UK have been delayed or scrapped, while multi-billion-dollar investments have been pledged toward American operations.

One official publicly accepted that the NHS had to increase expenditure on drugs, noting that its spending on drugs had declined as a share of its overall budget over the last ten years.
